IC2Tech is a consortium of the Intelligence Community Centers for Academic Excellence at Chicago State University and Ivy Tech Community College of Indiana. IC2Tech serves the Great Lakes region of the Midwest and has a goal to educate a cadre of diverse individuals who are prepared with skills in Intelligence studies and in a critical technology discipline or a critical language who are prepared to work in national security and intelligence organizations; these individuals are recruited and retained through the activities of a Consortium (IC2Tech) of a community college system and a university.
The mission of IC2Tech is to cultivate a collaborative and connected learning environment where the next generation of diverse intelligence professionals are nurtured and equipped with expertise in critical and emerging technologies, fostering a culture of excellence, ethics and innovation to address evolving national security needs.
The IC2Tech Consortium will achieve the following goals: develop a consortium; expand its existing academic programs to offer an undergraduate major degree program with a focus on security and intelligence; work through the Consortium to develop pathways to a career in the IC; recruit, retain and graduate students from diverse communities with a credential in a critical technology field or expertise in a critical language with training security and intelligence; further develop CSU’s IC CAE research program to include opportunities for faculty to engage in technology research in topics related to national security and intelligence; provide co-curricular support to students and faculty with additional professional development; offer an annual colloquium and speaker series; and to expand the IC CAE’s study abroad program and critical immersion program in critical languages and cultures.
Mark Roth - (retired) Chief of Staff, National Intelligence Council, Office of the Director of National Intelligence. Roth served in the Office of the Director of National Intelligence (ODNI) from the day it stood up in 2005 until his retirement in 2014. During his tenure at ODNI, Roth served successively in leadership positions addressing cross-Community analysis, collection and strategic Human Capital matters. He was appointed to the Senior National Intelligence Service (SNIS) in 2006. Prior to joining the Office of the Director of National Intelligence, Mr. Roth was the project manager for establishing the National Intelligence Priorities Framework in CIA’s Office of the Assistant Director of Central Intelligence for Analysis and Production. Mr. Roth received a B.A. in History and a Certificate in Asian Studies from Northwestern University. During 1981-1982 he completed a Fellowship at The George Washington University’s Institute for Sino-Soviet Studies. He completed the Air Force's Air Command and Staff College and earned an M.S. in National Security Strategy from the National War College, National Defense University in 2000.
Dr. Rami Salahieh - Assistant Professor and Program Chairperson for the Cyber Security & Information Assurance program at Ivy Tech Community College, Valparaiso Campus. Since 2012, Ivy Tech Community College has been a Center of Academic Excellence in Cybersecurity Education (CAE-2Y), a designation bestowed jointly by the National Security Agency (NSA), the U.S. Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI). Salahieh established the Cyber Security Operations Center and Awareness Lab at Ivy Tech and received a 2021 Instructure Educator of the Year Award.
Janice Haith - (retired) Chief Information Officer, U.S. Navy. Haith has 34 years of experience working in various Federal and DoD Agencies. She retired from the position of United States Navy, Chief Information Officer (CIO) to the Deputy Chief of Naval Operations for Information Warfare. In this position, she was responsible for all CIO matters related to the US Navy. This included Cybersecurity; Governance; Enterprise Architecture; Technology Efficiencies; Commercial Enterprise/Cloud Services Hosting, and Clinger-Cohen Act Policy and Compliance. Haith graduated from Hampton Institute with a Bachelor of Arts in Sociology, University of Maryland with a Master of Science in Technology Management, and the National Defense University Program for CIOs.1
Thomas Michelli - (retired) Acting Deputy Chief Information Officer for Cybersecurity. Michelli served as the Acting Deputy Chief Information Officer for Cybersecurity within the Department of Defense (DoD), Office of the Chief Information Officer. Mr. Michelli was responsible for ensuring the department has a well-defined and well-executed $8 billion cybersecurity program. He was responsible for coordinating cybersecurity standards, policies and procedures with other federal agencies, coalition partners and industry. Most recently, Mr. Michelli was the Acting Principal Deputy, Chief Information Officer where he assisted the Acting DoD CIO as the primary advisor to the Secretary of Defense for Information Management, Information Technology (IT) and Information Assurance, as well as non-intelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications. Additionally he provided oversight to DoD’s $45 billion IT budget.2
Glenn Hernandez - Captain, U.S. Coast Gurd (retired), Senior Consultant, OpEdge Solutions, LLC. Hernandez served over 26 years in the U.S. Coast Guard and retired in July 2017. From 2013-2017, he was the Coast Guard’s Chief Information Security Officer. He co-authored the Coast Guard’s Cyber Strategy and led the Coast Guard’s first-ever Cyber crisis response based on the National Incident Management System framework. From 2010-2013, he served as the US Coast Guard Intelligence Liaison to US Pacific Command. As the Coast Guard's Chief Information Security Officer from 2013-2017, collaboration with the IC was vital to its unique role with the US government. He has extensive experience with major acquisitions, systems engineering, intelligence operations, cyber strategy and policy development. Hernandez has a Bachelor of Science degree in Electrical Engineering from the U.S. Coast Guard Academy and a Master of Science degree in Electrical Engineering from the U.S. Naval Postgraduate School.
Sean Filipowski - Rear Admiral U.S. Navy (retired). Filipowski is a 30-plus year national security practitioner, strategist, planner, and cyber operations expert leading both naval service and combined intelligence community organizations. He has led at all levels within the Navy and Joint Service. His last assignment was the Director of Operations at the National Security Agency. He is a former Deputy Director of Operations and Director of Intelligence for United States Cyber Command and has served on both the Chief of Naval Operations Staff and Secretary of Defense Staff in cyber positions. He has also served globally in various operations supporting great competition dynamics. A 1982 graduate of the University of Nebraska-Lincoln and 1993 graduate of the Naval War College, he holds additional diplomas from numerous civilian and military professional education institutions. He is currently a Visiting Assistant Professor at The State University of New York at Cobleskill, teaching cyber, information technology, and U.S history.
